SPEECH BY THE DIRECTOR OF THE NCTCC AND GIA, COLONEL D.GEREL AT “THE HIGH-LEVEL INTER-REGIONAL CONFERENCE ON ‘WHOLE-OF-SOCIETY-APPROACH’ TO PREVENTING AND COUNTERING VIOLENT EXTREMISM AND RADICALIZATION THAT LEAD TO TERRORISM”.

Ladies and gentlemen!

Dear guests and delegates to the conference!

I am highly honored to welcome you to the High-Level Inter-Regional Conference on ‘Whole-of society Approach’ to Prevent and Countering Violent Extremisn and Radicalization that lead to Terrorism organized in Ulaanbaatar from 20 to 21 June.

I am pleased to present the participants of this conference: United Nations Office of Counter-Terrorism, international researchers, scientists and specialists, OSCE members, Ministry of Foreign Affairs of Mongolia, as well as National Counter-Terrorism Coordinative Council.

Recognizing the possibility of eradicating the risk of terrorism by the conference of the leaderships of UN member countries combatting terrorism in 2018, within this framework organization of such conference and other events was agreed. Therefore, Mongolia is organizing today’s conference. 

The United Nations Global Counter-Terrorism Strategy adopted in 2006 involves all levels of society in fight against terrorism, promotes peace, justice, human development, race, religion, its values, culture and ideology. On the other hand, the emphasis is placed on the importance of the new generation to establish peace, dialogue, justice, trust and consensus declared by the UN program on preventing violent extremism and the OSCE Declaration 3/18.

Therefore, in order for us to focus on the whole society in seeking to prevent and combat extremism and radicalization of terrorism at this Conference

  • discuss challenges and practices in developing effective policies that meet human rights, gender equality,
  • increase cooperation,  inter-faith and consensus-based dialogue,
  • increase efficiency of activities, such as prevention and countering violent extremism and radicalization

On behalf of the Government of Mongolia, we thank the OSCE, UN Office for Counter-Terrorism for supporting the organization of this conference.

I believe that future cooperation and dialogue outlines will be determined by combining conclusions and proposals from this Conference.
